المهنة جاسوس!!


المهنة جاسوس!!بقلم/ فرغلى هارون

ما الذى يدفع شاباً فى مقتبل حياته للارتماء فى أحضان العدو وارتكاب جريمة عظمى فى حق بلده ومجتمعه وأهله؟، إن التأمل فى قضية التجسس الأخيرة، وفى أقوال المتهم الرئيسى بها، يمكن أن يلقى بعض الضوء الذى يساعدنا فى الإجابة على هذا السؤال. حيث جاء على لسان المتهم فى التحقيقات، وفقاً لما نشرته الشروق، قوله أن الموساد حوله من عاطل إلى رجل أعمال!!.
ونحن هنا لا نحاول تبرير الخيانة، ولكننا نحاول النظر إلى الموضوع فى سياقه المجتمعى والبنائى العام، من أجل الوقوف على الدوافع الاجتماعية الحقيقة لهذا الفعل. فإذا كانت البطالة تمثل من وجهة النظر التنموية إهداراً لأهم مصادر التنمية فى المجتمع وهو المصدر البشرى، فإنها من وجهة نظر العاطل عن العمل، لظروف خارجة عن إرادته، تمثل قمة فشل الجماعة التى ينتمى إليها، وهى الدولة، فى إشباع احتياجاته الأساسية كالحاجة للعمل وتقدير الذات وإشباع احتياجاته الأساسية من مأكل ومشرب وملبس ومسكن ورعاية صحية ..الخ. ومن هنا تنشأ وتتدعم مشاعر الاغتراب وعدم الانتماء لدى الإنسان العاطل عن العمل، فينفصل تدريجياً عن النظام القائم، ثم يصبح معادياً له، والأخطر من ذلك أنه يقع فريسة الانتماء لجماعات معادية للمجتمع والنظام، تشبع له أو تقدم له على الأقل وهم إمكانية إشباع هذه الاحتياجات الأساسية. ودائماً ما كان هذا هو الدافع الرئيسى وراء انتماء العديد من الشباب للجماعات الإرهابية أو المتطرفة.
وكما يؤكد السوسيولوجى المخضرم الدكتور سمير نعيم أحمد – أستاذ علم الاجتماع بجامعة عين شمس - فإن مشاعر الانتماء لدى الفرد إنما تنشأ وتتعمق بفعل العطاء المتبادل بين الفرد والجماعة، فإذا ما انعدم أو قل عطاء الجماعة للفرد من حيث إشباعها لحاجاته الأساسية المادية والمعنوية، انعدم أو ضعف شعوره بالانتماء لها، وقد يلجأ إلى الانتماء إلى جماعات بديلة تشبع له احتياجاته المحبطة، والعكس صحيح حيث نجد أقوى مشاعر الانتماء من الفرد للجماعة التى تشبع له احتياجاته التى يفترض أنها مسئولة عن إشباعها.
وإذا كانت الاحصائيات تؤكد وصول نسبة البطالة فى مصر إلى نحو 10% من القوة العاملة، وأن 19,6% من المصريين يعيشون فى حالة فقر، و20% آخرين على حدود الفقر. إضافة إلى الزيادة المستمرة فى حالة الاستقطاب الاجتماعى الاقتصادى فى المجتمع بين قلة من الأغنياء يتمتعون بكل شيء وكثرة غالبة من الفقراء لا يملكون الحد الأدنى من حقوقهم الأساسية كبشر.
فإن التحليل الموضوعى يؤكد بما لا يدع مجالاً للشك، أن هذا الجاسوس ومن سبقه ومن سيأتى بعده، وغيره من الشباب الذين ينضمون لجماعات متطرفة أو إرهابية، أو يلقون بأنفسهم فى قلب البحر بحثاً عن مكان يفرون إليه من جحيم ظروفهم الاجتماعية، كل هؤلاء ضحايا للتشوه البنائى للمجتمع المصرى، ولإهمال الحكومات المتعاقبة واستهانتها بهم، إلى الحد الذى يدفع البعض منهم إلى أن تكون مهنته جاسوساً.

Poverty reduction is a central feature of the international development agenda and contemporary poverty reduction strategies increasingly focus on “targeting the poor”, yet poverty and inequality remain intractable foes.
Combating Poverty and Inequality argues that this is because many current approaches to reducing poverty and inequality fail to consider key institutional, policy and political dimensions that may be both causes of poverty and inequality, and obstacles to their reduction. Moreover, when a substantial proportion of a country’s population is poor, it makes little sense to detach poverty from the dynamics of development. For countries that have been successful in increasing the well-being of the majority of their populations over relatively short periods of time, the report shows, progress has occurred principally through state-directed strategies that combine economic development objectives with active social policies and forms of politics that elevate the interests of the poor in public policy.

The report is structured around three main issues, which, it argues, are the critical elements of a sustainable and inclusive development strategy:

•patterns of growth and structural change (whether in the agricultural, industrial or service sectors) that generate and sustain jobs that are adequately remunerated and accessible to all, regardless of income or class status, gender, ethnicity or location;
•comprehensive social policies that are grounded in universal rights and that are supportive of structural change, social cohesion and democratic politics; and
•protection of civic rights, activism and political arrangements that ensure states are responsive to the needs of citizens and the poor have influence in how policies are made.

The report seeks to explain why people are poor and why inequalities exist, as well as what can be done to rectify these injustices. It explores the causes, dynamics and persistence of poverty; examines what works and what has gone wrong in international policy thinking and practice; and lays out a range of policies and institutional measures that countries can adopt to alleviate poverty.

The papers address the obstacles to forging a global community of sociologists, obstacles that include inequalities, dominations and dependencies within as well as between nations. The Conference discussed new directions for sociology that might address those obstacles and meet the challenge of a global sociology. اليوم يوافق يوم ميلاد أستاذى ووالدى الروحى والفكرى الأستاذ الدكتور سمير نعيم أحمد، أستاذ علم الاجتماع بجامعة عين شمس، وعضو الجمعية الدولية لعلم الاجتماع، والذى مهما قلت عنه أو كتبت فلن أوفيه قدره ومكانته، أو قيمته وقامته، بين أحبابه وتلاميذه ومريديه، وأنا أقلهم مكانة وليس حباً.

ومن منطلق هذا الحب، أهدى له هذه القصيدة فى يوم ميلاده، اعترافاً بفضله، وإقراراً بقدره وعلمه.

Gerard Delanty pres a comprehensive assessment of the idea of cosmopolitanism in social and political thought which links cosmopolitan theory with critical social theory. He argues that cosmopolitanism has a critical dimension which offers a solution to one of the weaknesses in the critical theory tradition: failure to respond to the challenges of globalization and intercultural communication.

Critical cosmopolitanism, he proposes, is an approach that is not only relevant to social scientific analysis but also normatively grounded in acritical attitude. Delanty's argument for a critical , sociologically oriented cosmopolitanism aims to avoid, on the one hand, purely normative conceptions of cosmopolitanism and, on the other, approaches that reduce cosmopolitanism to the empirical exion of diversity. He attempts to takecosmopolitan theory beyond the largely Western context with which it has generally been associated, claiming that cosmopolitan analysis must now take into account non-Western exions of cosmopolitanism.
